Production quality HUD/GUI design tool

I am hoping to get feedback of actual experience(s) using and/or implementing a production quality HUD/GUI design tool (and production workflow) in a shipped game title. What was the system's workflow? Was it designer/artist heavy or was most of the work delegated to UI programmers? Not trying to be harsh ,but I've heard tons of good ideas (and had a few myself =] ), so to be clear, I am looking for experiences using actual, implemented systems! Thanks so much!
