using SetTextureStageState ?

i want to know about the using of SetTextureStageState is the first parameter of this (Device->SetTextureStageState(0,....)) is refer to sampler parameter of function : Device->SetTexture(0,.....) ? if it's true, how if i make two or more object/mesh, each object have different texture but same sampler level parameter ?

Yes it is the same number. See the SDK documentation:
The stage that the texture is assigned to. This is the index value in IDirect3DDevice9::SetTexture.

You can render the two meshes by changing the texture in between. Like this:

- Set up texture sampler stages

- Set texture X
- Render mesh Mx

- Set texture Y
- Render mesh My
