How to create a terrain engine based on tile ?

That's a pretty broad question.

You'll need to store map data somehow. You'll then need to load that in to memory and display the tiles that are on screen. The GDNet articles collection has a section devoted to Isometric and Tile-based topics here. In particular, Tile Based Gold and Tile Graphics Techniques may be of interest to you.

If you ask some more specific questions and let us know a bit more about what you already know (as well as what language/API) you're using we should be able to offer you a bit more help, but take a look at those articles, you might find something useful.

I'm guessing here but I think the OP meant something a little more like a normal 3D terrain engine which was then partitioned into tiles?

A bit like how Final Fantasy Tactics uses a tile based approach but has a 3D underpinning.

..is that right?
