Before I write myself a tool to do this...is there any open source software out there already? I say open source as i'm on Linux at the moment...so a win32 binary isnt really much of an option, and I don't wanna have to keep jumping on and off my laptop to convert some maps. Thanks

Well, there's a normalmap plugin for Gimp. You could try looking for it (I don't have a link handy at the moment.)
