To get a black background:

glClearColor(0,0,0,0);

glClear(GL_DEPTH_BUFFER_BIT | GL_COLOR_BUFFER_BIT);

Switch to an orthogonal projection matrix (means 2d mode):
glMatrixMode(GL_PROJECTION);
glPushMatrix();
glLoadIdentity();
glOrtho(0,screen_width,screen_height,0,-1,1);
glMatrixMode(GL_MODELVIEW);

If you want a filled square use glBegin(GL_QUADS) and glVertex2i to render a square quad

If you don't want your square filled use glBegin(GL_LINES) and glVertex2i to draw 4 lines forming a square.

To disable the mouse cursor in windows:
ShowCursor(false);

For info about setting up opengl go to NeHe
