VWD would work fine for that.

In the ASP.NET world, a HttpHandler is the direct equivalent of a servlet. A Page is the equivalent of a JSP page.

Very few people bother with implementing their own HttpHandlers.

thanks, just one quick question, am I supposed to use Visual Web Developer 2005 Express Edition Beta 2 to do this?

thx

You can. Just like normal, you can either write it in Notepad or use an IDE. You will probably find using the IDE easier, but if you use the Express Beta be aware that it is for .Net 2.0 that is still in beta (you will have to host your own server).
