in my 2d game I keep the angle and position of my objects float and vector2 then when it comes time to render them i use
D3DXMatrixTransformation2D(&matrix,NULL,0.0,&scaling,&center,orientation, pos);

device->SetTransform(&matrix)

I do that for every thing i draw with this code i am not actually rotating the object but just the render.. right.. should i instead be keeping track of the vertices and not call SetTransform?? or am i just fine by doing it this way

If you need to keep track of the locations of the vertices, you will need to do that in your own code (perhaps using D3DXVec2TransformArray ). SetTransform is only for rendering.
