zoom algorithm suggestions

Hello, Can anyone recommend an algorithm to achieve zooming of an image matrix by fractional zoom amounts (1.5, 0.8, etc). I previously was drawing an image on a texture mapped quad to support zooming, but this is overkill for my app, so I just need to do the zoom myself. Thanks for any suggestions
