How to create render queue?

I do this way: entity { material* material; matrix rts;//rotate translate scale; } If I have a list entity that could be seen (other entity have been culled) and I will scan every entity to find same material and form 2 list: vector<material*> Include list unique material vector<entity*> Include list entities set. every set of(some entities) entities is corresponding to a material* . Then render code could be
for (every material)
   {
       setRenderState(material.texture)
       setRenderState(material.material)
       for(every entity)
          { setTransform(entity[j].matrix);
            drawEntity();
          }

    }


So what do you do about renderqueue? What is drawback in my design about renderqueue. Please give me suggestion.
