It's necessary if you want to use GLUT (The OpenGL Utility Toolkit). However, if you just want to make an OpenGL app, not it is not necessary.

You can get GLUT here. Also take a look at freeglut.

Glut is used in beginners' tutorials because it is a standard library that usually comes with the OpenGL library. Beginners use it because it contains a lot of ready-made primative shapes so they can see their results quickly. Advanced users don't use it because it takes up memory with lots of primative shapes and just gets in the way of the rest of the program. The easiest way to set up a bare OpenGL context is with SDL for C or some wrapper/addon to SDL such as hxRender for C++.
