Video memory question

I'm having trouble releasing textures from video memory... I thought I was doing everything I'm supposed to: pTexture->Release(); m_pD3DDevice->EvictManagedResources (); Textures are allocated in D3DPOOL_DEFAULT. I am trying to release and reallocating images after roughly every minute. Yet video memory appears to continuously decline as reported by m_pD3DDevice->GetAvailableVideoMem() until textures fail to allocate. Has any one else had this problem?
