When the device is reset the vertex buffers all have to be recreated right? what info on the device is lost? I have a feeling it's everything except presentation parameters being flushed but i'm not sure.

When a device is lost, all of the following need to be destroyed and recreated:

(1) Device states (render states, texture stage states, ect...)
(2) Render targets
(3) Depth stencil surfaces
(4) Swap chains
(5) Any other default pool resources

So, the direct answer to your question is: yes, the VB needs to be recreated, if it was created with D3DPOOL_DEFAULT. If it was created in another pool (like D3DPOOL_MANAGED), it doesn't need to be destroyed.
