ATI's "smartshaders"

Many of you probably know about the smartshader effects you can enable in the ATI control panel, which stylize any apps that use direct3d or opengl. I was wondering if it's possible to write your own shader and enable it in the control panel, or somehow apply it to other programs? I tried google, and it looked like some people have done this, but I couldn't find any instructions of any sort.
