Tips on deciphering unknown filetype?

Hi I'm creating a program that writes programs and today I found out that what I thought was a plain text file format is really not. Does anyone have any techniques they'd like to share on figuring out the file format? Here is the text version of what is contained in the file.

Any help would be apreciated thanks. I've already requested this information from the company who owns the format and they did not seem to excited to give me the information and said that I should await their call.
