Hi, Is it OK to download a clipart picture off the web then alter it slightly, say using a vector tool to trace the outlines and then add colour to it, and then use it in a commerical game? The final graphic will look different, but because I was using someone elses work as a template I'm not sure if this quite legal. What do you think? 6

Nope, that's not legal unless you have permission.

Because you based it on another piece of art, it's called a derivative work. The right to make and authorize derivative works is one of the copyright protections.

Google for DERIVATIVE WORKS, or look at some of the search results like this one.
