ok i have a question. a quick and simple one. one can you get visual basic.net free?, legaly that is. and is the new visual basic express edition beta 2 from microsoft the same thing?

You can code in Visual Basic.NET for free. The compilers are included in the .NET SDK. The express version is a free IDE for it. However, that version doesn't include a debugger, among other features. But anyone can code in VB.NET, since the command line compiler is free.

k thanks. but um i have one question. im a newbie in these areas so.... whats the .NET framework thing and whats a sdk?

The .NET framework is a Runtime environment, in provide standard libraries and other miscellaneous things. A SDK is a Software Development Kit. When you are speaking about SDKs, you are usually talking about some kind of product, like the DirectX SDK, which is a set of tools and libraries to build DirectX applications, or say, a XBOX SDK, which is used to build XBox games.
