mp3 format and compressing to mp3

Hi, I need mp3 format specifications and help how to compress a wave file with ACM, or any other method to mp3.

MP3-generation is subject to several patents. AFAIK you need to pay royalities for commercial products containing a mp3-encoder.

Thomsun might give you some of that info if you buy a license to use mp3 in your software (more specific info here). There are a few exceptions where you can use mp3 for free in your software, but do some research and make sure you qualify.
If you choose not to pay for a license don't be surprised if at some point you get a nasty letter from the lawyers representing Thomsun (owner of the mp3 patent) - probably with the words cease and desist in it.

If it's possible, you might want to consider using a format without the patent issues surrounding mp3. Ogg Vorbis is one good possibility.

I wouldn't try to write your own encoder, it's just a pain when there are high quality encoder freely avaliable. As others mention the MP3 encoders use patented technology. If you insist on writing an encoder I recommend you do some reading on Fouier Analysis and Wavelets. Ogg is pretty good alternative and you won't have to pay royalties to use it.

(I think it's in the pricerange of 3000-5000 usd).

With it is included the right to use mp3s (as long as they are packed
in some other fileformat and not lying as playable mp3's).
