what level editor shall i use?

crystal space is the engine used to create a 3rd person game with a lot of indoor and outdoor(in the street) scenes, no real need for landscapes(very few), and a lot of details may be needed at some parts, like real sewers network the player can get in and the player can crawl in ventilation shafts,...., and so on. I tried cartography shop doesn't seem that powerful, can worldbuilder help here? I know that those 2 don't support crystal space directly, but i can always convert so i can import to blender from where i export to CS, I don't think blender is suited for creating levels any way. please tell me any recommendations, I feel that i'll have to make my own level editor, thanks every one in advance.
