I want to ask if you can use the free Visual C++ 2003 Toolkit available on MSDN for making a game and then sell that game? On MSDN it is said that you can but I want to double check.

I would believe what's on MSDN over anything you will hear in these forums. Microsoft is the final authority on what you can and can't do with their tools (barring any legal challenges to their license agreement).

i use Microsoft Visual C++ Toolkit for my DirectX games, but with Code::Blocks IDE as well. then you have a good interface, and a really good compiler.
