Are there any ideas on how this could be done? I've heard they are hard to make, but the results are worth it. So, are there any sites, examples, etc.. that could help me understand the basics to it? Thank You.

By "dynamic scripting system" I assume you mean a scripting system that controls the rules of the game, and that you can update while the game is running. If you means something else, or are after some other benefit, please clarify.

Go play something like A Tale In The Desert for a while; it is a MMOG that's very dependent on its internal scripting. The developers can change the rules and actions of the game quickly using the scripting system.

Other than that, the challenges aren't really that different from supporting edit-in-place in a single-player game. If you can attach with a debugger and step/change your scripts in a single-player game, doing the same for multi-player is only marginally harder (assuming you accept the small glitches that happen during script update).
