fragment and effect

I have a problem. I want to use fragment shader (in this way I can create a large collection of function and fuse them when I need), but I also want to share parameters between shader and constant table doesn't permit this (or I couldn't find the right instruction). I'm using managed directX but any tips, also in C++, will be very usefull thank you to all
