free icon creating tools

Wat application out there that is free for making custom icons,like converting 32x32 .bmp to.ico? with transparent support etc? is there any free program to do that like gpl programs or non-trial programs? if no, which commercial program is best to do the job (according to your experience)? thanks.

bytheway i click the free 2d software page and still could not find
wat i really need, those software is not suitable.

any suggestions?

Infranview(free image viewer) works. Just crop and save any image into a windows .ico icon file. Good enogh for me. Because you have all your normal art tools available to you.

to the post aqbove me:
no it doesnt work like that, if u do then your .ico
will be very funny if the pic u used is too high in bit,
windows need your icon transparent data to display correctly
which maybe icon creator can do properly. It is not as simple as
cut and paste.

I'm using it with no problems. The ico saver has options to handle the tranparency.
