Optimizing with VS2003 toolkit

I am using VS2003 toolkit and CodeBlocks IDE for my project. When I compile my code with optimization enabled, the resulting build gives me the same FPS rates as the unoptimizied version. Can someone point any posible reasons for this? Inside IDE I mark the 'maximum optimization' and 'Enable SSE' flags but to no effect.

I get 60 to 100 fps so I guess it's not a vsync problem.
