Developers write their own formats that fit the hardware and their engine, often a DMA list with vertex data and VIF commands, etc.

You can find the PS2 hardware documentation at http://playstation2-linux.com/

Henry Fortuna has a 3DASCII model loader on his website. I'm beginning to write a modified MD3 model loader, assuming Henry oks it for my coursework after I hand in my proposal document next week (Henry is my lecturer at university). I may or may not release it for public use when I finish, I've not decided yet.

You can use any format. You just have to write a parser for it. or take someone elses one and modify it accordingly to fit the ps2 needs.
