Determining what lights are in view.

Well if you need to cull lights that are in the view you can just use frustum culling, lights are simply points. Just google for a frustum culling tutorial.

If you need to determine which lights affect your viewing area you can build the frustum pyramid and test which lights are under a certain distance from it. Instead of taking the pyramid you could approximate the world with bounding boxes or spheres.
