this n00b can't find OpenGL libraries

I read a good chunk of the redbook, got myself a brand new academic license for Visual Studio .NET 2003 (goodbye, Visual Studio 6.0...you have served me well) and cracked my knuckles...it was time to download the wgl libs and try to make something in OpenGL on a Windows system. And I googled. And I looked. And maybe I'm just a n00b. But I couldn't find the libraries. I could find the drivers, but not the dev kit. I checked the gamedev faq and searched the forums. I got disappointed. I played Master of Orion 2 on too hard a mode (easy) and watched as the computer annihilated me. Can someone please tell me where I can download the OpenGL libs for Windows development? =) And save me another schooling in MOO2?

The first file is the opengl sdk. The second file is a custom opengl project template for c++ .net.
