I remember playing Kingpin: Life Of Crime and being able to open a console window? What is it? I'm guessing it's a way of editing a games or changing things, while the game is running? does anyone know how are they implemented?

Its basically a text-input interface to the games settings and commands that the developers used to make debugging easier. Saves having to rebuild the solution or edit files when all you're changing are settings.
