displacement mapping

I tried to implement water displacement mapping as described in "Using Vertex Texture Displacement for Realistic Water Rendering" in GPU Gems 2. However, it is not smooth when it jumps from one height to the next between frames. I tried averaging the height with its neighbors and that only helped a little bit. Has anyone tried implementing this and figured out a solution?
