Water using texture perturbation & bumpmapping - Simple, no reflection or refraction

Hey everyone, I've got a question. How do I make water like this? (Age of Empires 3) From what I can tell, it is 3(I think) layers of bump maps scrolling, using texture perturbation and simple N.L lighting. Has anyone ever tried something like this before? What bump map texture should I use? I don't need all the fancy lighting equations that are bieng applied, just a bumpmap which I can scroll and use it to perturb the normals of a flat grid and N.L lighting. Thanks :)

Have a look at the Ocean sample in FX Composer. It shows environmental mapped water, which is of very high-quality. I think if you play with it some, you should be able to get just the code for modifying the normals, which you can then use with any lighting technique you wish.

In any case, it's a good idea to have a look at that sample.
