Can we build my own WoW game map previewer?

APIs(as far as I know...) are like DirectX and OpenGL. Blizzard wouldn't be making their own.

You should probably only use WoW as an abreviation for World of Warcraft, not for Warcraft III.

Yes it is possible, but I'm afraid I don't know how.

Yes, thank you. WoW is different with warcraft3.

The typical thing to do would be to figure out the file format they use for map storage, mob generation, mining/herbalism spots, and then work with it. Now, while that's all well and good, it might not in fact be a clever thing to do, because it's entirely possible, nay, likely that there is some legal stipulation against this in the EULA, which you should always browse thoroughly before attempting anything like this.

In answer to your question, as far as I know, for World of Warcraft, Blizzard didn't provide any SDK for you to use that would utilize their engine and client code.

Not entirely true. Any time an application exposes some of its methods for other people to take advantage of, it's an API.
