Either you can render the quad twice or disable backface culling. To disable backface culling, you'd do something like this:

d3d->SetRenderState(D3DRS_CULLMODE, D3DCULL_NONE);

The normal doesn't matter. What matters is the order the vertices are rendered. (Clockwise or counter-clockwise)
