Is TEXTURE_RECTANGLE faster than NPOT?

perhaps (i have no idea)
though i believe if possible use power of 2 sized textures even though nv4x supports 1022x500 a 1024x512 sized texture will be quicker
no offence intended whatsoever, but is that based on speculation, some documents or profiling?
this is what a nvidia driver writer said but its commonsense as well
I'm not talking about POT compared to NPOT, I'm tlaking about NPOT compared to RECTANGLE...
