Are you only referring to the next-gen consoles? If so, I believe that the PS3 supports OpenGL, and I know for a fact that the PSP does.
Hello,

Well as far as I know the incoming PS3 will use OpenGL (or at least a very similar graphics API), and will use NVIDIA CG languange for high level shader programming.

A number of mobile devices such as the Qualcomm MSM6100, MSM6250, MSM6500 and the MSM6550 support OpenGL ES. I believe OpenGL ES 2.0 supports GLSL.
Nintendo DS does also. If you search for DS homebrew on google there are NeHe tutorials you can compile for Nintendo DS and run them on your DS if you get some appropriate hardware.
