transformaing a texture

guys, this might been asked before, but i found no answers to the questions that were asked. by question is, how do i rotate or scale or translate a texture. my guuessed answer is to shift the UV coordinates. while u saw there is a device.transform.texture0 in the d3d device. i tried giving it a matrix translate matrix and it doesnt seem to do anything. how do u use that?
