when i tried to run a Win32 application on a computer w/o the .NET framework on it it said "this application failed to start because the application configuration was incorrect. Reinstalling this application may fix the problem." Is there any way to fix this?

Let me guess - you used the Visual C++ Express edition to create your exe?
If this is the case, you need to follow the new deployment procedure introduced with VS 2k5. There's a very recent thread somewhere in the forums that deals with the issue - let me find it...

No luck looking for it [sad].
But I have a (hopefully) useful link on the topic: Resolving your dependencies on VC++ libraries in VS2005
