OpenGL A Very Very Very Quick Question

OpenGL's fixed function pipe evaluates the lighting function at each vertex with the given normal. It is not per-pixel, it is per-vertex.

You can implement per-pixel lighting yourself if you care to get into shaders. Here's another link for more info...
