dll is dynamic linked lib. it load at run time. If I want to use function in dll, I must export by declspec(dllexport)? If create dll without declspec(dllexport) is the dll unvailable? I mean if do something with dll, must declspec(dllexport) be used?

That's the commonly used way. You can also add an entry to the .def file.

Pretty much, yes. Not using dllexport on any function (and having an empty .def) nmeans that no function is exported and accessible from the outside.
