You can just omit the WS_THICKFRAME (or other constants with the same meaning) in your window creation routine, a normal game window with unresizable border, title and windowed mode would look like this:
WS_VISIBLE | WS_SYSMENU | WS_MINIMIZEBOX | WS_CLIPCHILDREN | WS_CLIPSIBLINGS

For full-screen mode:
WS_VISIBLE | WS_POPUP | WS_CLIPCHILDREN | WS_CLIPSIBLINGS

WS_POPUP helps the window to be on top of the taskbar (this may not be necessary with DirectX though).

You can also get rid of the window border itself through SetClassLong () / SetWindowLong () routines.
