Help...Transforming Vertex Buffers

Can anyone tell me how to transform individual parts of my IDirect3DVertexBuffer8. SetTransform(D3DTS_WORLD, &matWorld); always transforms the entire vbuffer. I''m trying to find a way to only transform individual portions using indexing coordinates. There has to be some way to do this. Thanks.
