You could use any graphics API you want - C# has either Managed DirectX or the Tao OpenGL wrapper at mono. I don't believe there's any explicit support for splines in these APIs (as they're primarity polygon-based), so you'd have to sample the surface spline at different points and create a polygon mesh that approximates the surface. The more points you sample, the higher the resolution of the mesh.
