Removing VC++ completely from my computer

I installed VC++ twice on my computer. To upgrade to visual Studio and then removed the first install. This caused the first version to fail. Every time I try and run the compile step I get errors like (failed to invoke cl.exe). Any advice. I will reinstall windows but I dont know if that will help.
