Fortran has some semantics that allow for more aggressive compiler optimizations than C++ and C89. In theory, C99 can be used to take advantage of some of the same benefits in pointer aliasing, however, C99 compilers still don't seem quite as mature as Fortran compilers. On the plus side, most Fortran libraries are link compatible with C/C++ so you don't need to actually program in Fortran to take advatantage of Fortran compile number crunching libraries.

Also, in C++ it is possible to utilize template metamagic to achieve similar speed-ups, for example, take a look at the Blitz++ numerics library.
