I know with parallax mapping you modify the texture coordinates. Does RM do the same thing actually modify the texture coordinates? Thanks

Correct me: Yes, RM's relief texture stores information of safe distances to offset, thus providing more accuracy in the parallax phase.

the coolest RM site

RM does modify the texture coordinate. It performs a search along the heightmap (actually a depthmap) to find the 1st place where the camera (or light) ray hits the surface of the depthmap. Knowing that point you modify your texture coordinate, and you can write the modified z-buffer value too so you have actual deformed surfaces (for interpenetration, shadows, etc.)
