I want my game allow player to change display mode while it is running. So I should recreate all the surfaces or textures while my game get the WM_DISPLAYCHANGE message? Do DirectX have a function to do that without recreate anything? Thanks!

You can use IDirect3DDevice9::Reset() to change the display mode of the Direct3D device without destroying/recreating it all. (You'll need to destroy/recreate any default-pool resources though).
