First, I reccomend looking around:

1. Liabrary or Bookstore
You may want to look at these

The C++ Graphics Programming Handbook by Roger T. Stevens //VGA and SVGA
OpenGL SuperBible by Richard S. Wright and Michael Sweet //OpenGL

2. Internet
Here are some good places to start

www.gamedev.net //This site
www.opengl.org //For OpenGL
www.microsoft.com //For DirectX and Win32

uh...you cannot program for DOS with VC++. Console applications are not the same thing as DOS.

If you really want to program games in DOS, take a look at DJGPP, which is a freeware compiler, and Allegro, which is a game programming library.

If you realy want the trouble of programming in dos
on a vga card then probably the best book ive seen
is michael abrash''s black book of computer graphics
programming, this covers the vga,2d,3d graphics and
unsupported vga modes.
However why go to all the trouble when you can use
direct x or even Device independent bitmaps (created
with CreateDIBSection) in windows.
