OMG D3DXCreateMeshFVF fail

I use dx error lookup program, it show:
HRESULT: 0x8876086c (2289436780)
Name: D3DERR_INVALIDCALL
Description: Invalid call
Severity code: Failed
Facility Code: FACILITY_D3D (2166)
Error Code: 0x086c (2156)
Why does it fail? it is unbelievable.
I use createvertexbuffer for the same data ( vertices number etc....),it is ok.
why D3DXCreateMeshFVF fail.
What parameters are you calling it with? Have you enabled the D3D debug runtime and checked for any output?

When the D3DXCreateMeshFVF function is executed and fails, a descriptive error will be printed to the debug spew. Step through the code and step over the D3DXCreateMeshFVF function call. Once you step over it, check the debug spew for errors.

where is debug spew? is it output window?
It is in the output window, but you have to link to d3dx9d.lib instead of d3dx9.lib to get D3DX debug output. It looks like right now you're using the DirectX debug runtime but that's not the same thing.
