This is called a planche. Its what they do on the olympic rings, its quite doable with a little (or alot of practice).
YOu need strong lats and a big upper body, I can do it pretty well.

It may help to work on the flexibility of your lower back and the back of your knees and thighs. Tight muscles can pull you off balance and not allow full extension.
yes, I can do this for a minute (I take it you mean sitting on arse and then pushing up your bum so your legs and bum are off ground parallel to it).
