Graphic interface (in GDI+) to be used in different win32 compilers

Hi there. Recently, I developed a graphic interface (skin) in Visual Basic for a friend. I made it in VB because his program was created in this compiler... But I would feel more comfortable in using VC++/GDI+ for that. I was thinking to develop more skins only using GDI+... but how should I proceed to do these skins can be used by other compilers/languages (like Delphi, Visual Basic, etc)? Any idea would be very appreciated. Thanks in advance

Is it possible to program an "win32 window" in a DLL? So, its functions could be called by other programs.
