Failed to host.

I am programming in C++ DirectX 8.0. I am working with Direct Play and for a long time I have been getting this random problem. When I go to run the file and host it it hosts fine. I run a client and it connects fine. When I close them off and open a new window and try to host it it fails to host. I have DirectX 9.0 installed. I have ran the program before and it has hosted multiple times, but some days it decides to fail. Can anyone tell me why it fails to host after the second time? When I reset my router it is fine, but then it happens all over again. Also I have checked to make sure it doesnt run in the background and it does not, and I do not have a firewall. the program I am using is an example from a book. Any help on this topic would be greatly appreciated.

Everything is being closed when the program closes. I'm starting to thing it's a technical problem, rather then a coding problem.
