what is a frame and mesh container in terms of skinning

What does a frame represent (D3DXFRAME) in skinning. Does it represent the each individual frame or key frames of a typical animation, like a movie frames in Flash. And why is there a need to have a mesh container for each frame? Wouldn't a single mesh container suffice since it stores the LPD3DXMESH object which is the same mesh object for all mesh container.
